FAA looking around to spread out blame and to make political points for the FAA bureaucracy. There is absolutely no reason that a government shutdown would delay rollout of a new software program from a private company which would continue their projects government or no government. Boeing should have (and probably did have) it ready the day the FAA showed up again.
