I wasn't aware there was such a settlement. I can almost hear the lame excuse concocted to justify such a settlement: "Without it Boeing would not have cooperated. We prioritized making aviation safer today over lengthy, expensive, and risky criminal prosecutions". No. You can maintain aviation safety and pursue justice at the same time.
