Um, I watched the video twice. The truck did not strike the plane, in fact it had stopped, and was starting to back up when the plane's wing hit. I don't know what the FO was doing, I am one myself and always make sure to keep an eye on the right side as we're pulling into the gate even if it was clear initially.
