Actually, he may be correct. there was an AD released notifying everyone for the changes stemming from LNI610

It was to go into effect on 12/21/2018 - THE DAY THE GOVERNMENT WAS SHUT DOWN.

Those issuing the AD were not considered ESSENTIAL PERSONNEL. They were furloughed at the time that the AD was to go into effect.
