Watch as small jet makes dangerous landing on runway under maintenance in Paraguay
A video has surfaced showing six workers (one filming) from the Dirección Nacional de Aeronáutica Civil (DINAC) having a close encounter with a private jet while conducting maintenance work at the Asuncion Silvio Pettirossi International Airport (ASU) in Luque, Paraguay. Even if the video is years old, I hope those pilots aren't still flying. You can't totally depend on your instruments. Somebody needs to be looking out the window, especially this close to terra firma.
With a temporary displaced threshold for maintenance, the approach would have been flown with reference to visual rather than instrument guidance. Looking at the approach it appears the Gulfstream pilots knew exactly what they were doing.
The workers didn't seem too concerned, like maybe it was a common event.
Makes me think of Cranbrook BC. when Pacific Western hit a snow plow. That did not end well.

Either the runway was closed under Notam or the aircraft landed beyond the temporary displaced threshold due to construction?
Assuming the pilots were given clearance to land long, they came in way too low. The authorities themselves don't seem too sure about the situation either but they appear to be defending their safety practices
I’m guessing you haven’t commanded a heavy into St. Thomas, USVI. It’s knowing where your wheels are that’s most important?
