Govt contract $$ are a sure thing; commercial ventures involve risk. Look at the billion$ of dollar$ Boeing sunk into the 787 on the hope and prayer it would sell. Govt contracts work differently - build the thing the way the civil servants (or blue suits) want it as spelled out in the contract. If the damn thing doesn't work the contractor can point to the contract and say "hey we built it the way YOU wanted it as spelled out in the requirements YOU wrote - so pay up!" It's called defective engineering - I watched that game be played for decades, but now I'm out. I got tired of 20-something blue suits tells me how to perform hypersonic CFD analysis (they barely got B-average grades in engineering and no experience).

It seems they haven't figured out how to sell anything commercially since the L1011, and they may need to make up for the drilling they are gonna get on their latest fighter. And we are printing money.
