Question? Is he about to touch down, or did he just lift off? Thanks
Based on background clues and airport diagram, I'm saying thats lift off, far too far down the runway to be landing, also the lack of any smoke trace on the tires in contact with the runway would suggest to me that its a lift off. Hard to see the flaps but they also appear to be at a take-off angle not an arrival angle.

Great picture-definitely on takeoff rotation-main gear trucks just untilted, no smoke, heavy plasma blast from the RB 211 exhaust...5*. Love the 757!
